A Commissioner Who Has Seen It All Is Fixing It From the Top

In what top sources are calling a first-of-its-kind move in the history of the Delhi Police administration, Commissioner Satish Golcha has issued a sweeping new directive aimed at fundamentally reshaping how the force operates from the top — injecting accountability, outcome focus, and strategic rigor into a system long overdue for recalibration.

No Symbolism

The directive, issued by Commissioner Golcha, mandates a monthly review of all work and initiatives undertaken by Special Commissioners of Police (Special CPs) But this is no routine paperwork exercise. "The review carries a detailed plan of action along with its results and on-ground feedback — rather than symbolic gestures," top sources said. A roster is being prepared where each Special CP monthly wise will present all the details and feedback of his planning and actions for Commissioner's review source added.

In essence, Special CPs will now be expected to show their work — not just report activity, but demonstrate tangible outcomes and accountability at every level of their change. Top sources in MHA said that "Golcha is tightening the grip in the right way. The bottom-up approach in Delhi Police was not working." 

The top-down governance model now being implemented is seen as a necessary course correction — one that positions Delhi Police to respond quickly, clearly, and decisively in high-pressure situations. As Delhi Police's Law and Order challenges increase, Delhi Police's structural agility is required. The structural miscommunication was perhaps evident in the Delhi Police's response to the 2020 riots, but was never effectively addressed.

It has been said that the most effective and downstream effect of this directive could be felt in Crime Review Meetings at  HQ. A top source said The monthly review will help smooth Crime Review Meetings at PHQ — making them more responsive and outcome-driven, rather than merely review-driven." For too long, such meetings have risked becoming bureaucratic rituals — boxes ticked, numbers presented, little changed. Golcha's directive signals a cultural reset; meetings must now translate into action, not just analysis.

First Time In Action 

Delhi Police Commissioners have historically avoided top-down governance models for a range of practical and political reasons. Still, the rapidly evolving law-and-order landscape of Delhi — from organised crime and gang violence to communal sensitivities and large-scale public events — has made a readjustment with checks and balances and clear accountability not just desirable but unavoidable.  The new directive in the overall look aims to hold the top accountable to the ground. It is a structural bet that better-reviewed leadership cascades into better-prepared policing.
