Apex Scale Rule Relaxed By The Center: Seniority Clause Becomes Flexible
The Center has notified a slight relaxation in the rules governing the apex scale rules for IPS officers at the DG rank. The notification says that now the center will have flexibility over deciding the apex scale for DG rank officers regardless of seniority. The Home Ministry said in a notification that for DGs in 9 out of 13 posts in central police organizations and paramilitary forces, apex pay scales in levels 17 or 16 will be decided by the ACC. Earlier, the seniority clause has to be kept in mind but now this clause has become flexible. Though ACC always had the power to flexibly decide the issue of apex scale, however, it was never formalized, this notification has formalized the flexibility. According to top sources, it has been said this change is brought to accommodate seniority issues with DIB and CBI director. "The current IB being the top IPS officer of the country is quite junior. Therefore technical editing of the apex scale rules became necessary" a top source said.
