Top sources said the message from the top brass was loud and clear, where there must be ground presence, data-driven strategies, and zero tolerance for complacency.
Amid this sweeping strategic overhaul, the South East district has perhaps emerged as a conspicuous outlier. Top sources within the force describe the district's performance under DCP Hemant Tiwari as "sub-average" or to put it more appropriately, slow policing.

"The problem is not just about numbers. It's about the philosophy of policing," a top source told this correspondent. "Running a district from behind a desk is exactly what the Commissioner wants to end", but that seems not to be going down well in the South East District, top sources said.
Tiwari, who was moved to South East almost a year back, is said to be rooted in a traditionally static approach to policing, one that leans more on bureaucratic processes than on aggressive ground intelligence and field-forward command. In an era where the Commissioner Golcha is aggressively pushing for predictive crime mapping and offensive preemption, such an outlook is increasingly seen as a liability rather than an asset.
Tiwari completes roughly a year's tenure in South East, but sources suggest the clock may be ticking faster than usual on his stint. This perhaps has placed Tiwari squarely in the crosshairs of top brass deliberations, where he is expected to be shunted out. DCP Hemant Tiwari appears to be playing that game with considerable energy, top sources said.
"His lobbying skills are more sharpened than his policing ones," a top source quipped top sources indicate that Tiwari is actively working channels to secure a soft landing in the form of the DCP IGI Airport posting. The current occupant of that posting, DCP Vichitra Veer, is meanwhile learnt to be in line for shift to Armoured Police.
