Exclusive: Bihar's Bureaucratic Reset and Centre's Likely Move To Parachute Officers
A quiet but unmistakable churn is underway in Bihar's corridors of power. With DGP-rank officer Vinay Kumar's VRS and now the exit of veteran bureaucrat Deepak Kumar's exit as Principal Secretary to Chief Minister Samrat Choudhary, the message from the state's top brass is clear: “the old guard's shadow over Patna's administration is being systematically dismantled” a top source said.
Departure From Old System
Top Sources suggest this isn't an isolated personnel decision but part of a broader pattern: officers seen as having built independent power centers under the previous dispensation, operating more on influence and legacy networks than active delivery, are being nudged out of key chairs. The underlying signal: this government wants officers who will build new strategy, particularly on policing and law and order.
Centre's Reinforcement
Top sources indicate the Center may step in to help Bihar's leadership plug gaps and maintain balance by releasing cadre officers currently on central deputation back to Patna for key assignments. The name doing the rounds is Vipin Kumar, a 1996-batch Bihar-cadre IAS officer. Most recently served as Chairman of the Airports Authority of India (AAI) and was shifted this September to the Rural Development Department as Additional Secretary.
If taken together, a DGP's VRS, a long-serving Principal Secretary's exit, and signals of central officers being parachuted in if necessary, this looks less like a routine reshuffle and more like a deliberate reset: the Choudhary government consolidating its own team, trimming officers seen as legacy loyalists, and potentially leaning on Centre-Bihar coordination to fill critical gaps in law and order and administrative delivery, top sources said.
