Exclusive: Jantar Mantar Breach: Anurag Is Running Fiction, Not Force And Why He Must Re-Orient

Barely a month after the July 20 flare-up, Jantar Mantar was back in the headlines on August 21, when thousands of anti-reservation protesters mobilized by the social media-driven "Reservation Hatao Andolan." It happened despite prohibitory orders under Section 163 of the BNSS already in force. The last-minute scramble and the security situation yet again put the Delhi Police Commissioner in a tight spot, with three cracks in his security response.

Three Cracks in the Wall

1. The mobilization nobody saw coming. A page with a million followers openly called for a physical protest at Jantar Mantar on August 21, top sources said. That's not a covert flash mob; it was a public, trackable campaign. If thousands could still assemble at a prohibited site under active BNSS 163 orders, the question isn't about enforcement on the day; it's about intelligence failure well before the day. Reading open digital mobilization should be a baseline capability, not an intelligence "win," a top source in the security establishment said.

2- Tightened security, still breached. Despite overhauling security at Jantar Mantar with revamped response arrangements,the structure that still gets outflanked isn't signaling a  resourcing problem;it's an execution and coordination problem, atop source said.

3- MHA has been visibly hands-on  Union Home Minister Amit Shah personally reviewed the situation with the Commissioner before the security revamp was even announced, top source said When the Home Ministry is monitoring this closely the security situation specifically at Janatar Mantar a security breach a month before the BRICS Summit is more like a gap between MHA's expectations and the L&O division's ground realisation, top source added.

The Mumbai Model Delhi Hasn't Learned

One template repeatedly cited by security watchers: Mumbai Police's approach to crowd control. Because Mumbai's geography funnels movement through narrow arterial roads, its police doctrine relies on aggressive, pre-emptive interception, stopping demonstrators miles from the actual site, at chokepoints identified in coordination with intelligence units, rather than waiting to establish a perimeter at the destination itself. It's containment by design, not containment by reaction, thetop source said. “Delhi's topology is different, but the principleofintelligence-driven layering, deep interception rather than static barricading at the final venue is exactly what is missing,” a top source said.

The sharper, more pointed criticism doing the rounds in security circles isn't about barricades at all;it's a structural one: that Delhi Police's recent high-profile security "successes" have leaned heavily on inputs from central intelligence agencies, with the force functioning more as an execution arm than an independent intelligence-generating unit. Jantar Mantar, by contrast, is being framed as the stress test where Delhi Police's own in-house capability,not borrowed inputs,has to hold the line. Twice now, that line has bent, a top source in the security establishment added.


Delhi Police Commissioner's Fiction

Strip away the official statements and press briefings, and a much blunter assessment is circulating in security circles: Anurag is running fiction, not force. That's the phrase top sources are using to describe the gap between the Delhi Police Commissioner's directives and their actual weight on the ground:orders that read well in a press note but carry, as one source put it, "more rhetorical value" than operational teeth.  Two flash-mob incidents have now landed on his watch. “The first is arguably forgivable; he barely settled into the chair, and every new Commissioner gets a grace period to read the city's pulse. The second one doesn't get that grace,” a top source said.

Coming just a month before the BRICS Summit, arguably the highest-stakes security calendar event Delhi will host this year. "Such dry policing orders on quality investigation appeal and random welfarism have little substantive value on the ground unless monitored and reviewed aggressively," a top source said. Compounding it: the Special CPs meant to be Anurag's execution arms are reportedly more consumed with turf battles among themselves, a top source added.

Top sources argue Anurag needs to lean on what he actually absorbed over two decades in IB, the intelligence tradecraft, rather than relying on the "word of mouth" of a Special CP he worked alongside decades ago.  Old comradeship, the source implies, isn't a substitute for an independent, pragmatic security strategy of his own, a top source added. All of this builds to one unresolved question hanging over the Commissioner's tenure:

Sources are blunt that the Ministry of Home Affairs has long retired its tolerance for paper-tiger Commissioners officers who issue orders that look authoritative on letterhead but don't translate into pre-emptive control on the street. Top sources add that, in such a heightened security environment, Anurag's runway is shrinking, and that his decision to run the office, whether in fiction or in reality, is the only remaining test of his continuity.
