Exclusive: Special CPs Reshuffle Set To Shift Goa and Puducherry DGP?

A significant reshuffling of senior IPS officers is quietly taking shape in the corridors of power, with multiple top-ranking cops  from Delhi's Special Commissioner level to state DGP postings.

Top Sources said that several Special Commissioner-rank IPS officers currently posted in Delhi are likely to be transferred out as part of the incoming reshuffle. Two names are prominently doing the rounds: First, Shalini Singh, currently serving as DGP, Puducherry, is being considered for recall to Delhi, and ADG, Arunachal Pradesh, Vivek Kishore is similarly expected to be pulled back to the national capital.  At the same time,  Special CP Intelligence K. Jagdeson is tipped to move out of Delhi to replace Singh as Puducherry DGP.

The Goa DGP

The spotlight turns to Goa DGP Alok Kumar. Sources indicate that Alok Kumar is likely to be sent to Leh. Top sources add that Kumar is nearing the completion of two years in Goa. Another crucial factor, including the Goa DGP 's position, is that the state is heading into election season next year, making political and administrative optics around the top cop position increasingly consequential.

Perhaps most critically, sources point to a significant spike in crime in Goa over the past year as a key factor influencing the top leadership's calculus. While some defenders of Kumar's tenure argue that the rise in numbers reflects better detection rather than a deteriorating ground reality, sources push back firmly, noting that improved detection, if not matched by effective deterrence and prevention, holds limited value.

With Kumar's likely exit opening up the coveted Goa DGP chair, two Delhi Police Special Commissioners are believed to be gunning hard: Special CP Vigilance Atul Katiyar and Special CP Traffic Manish Agarwal.

A Winter Reshuffle 

Top sources said this round of movement could trigger a "soft reshuffle" within Delhi Police itself, potentially before winter. The timing is deliberate and significant: the Delhi Police Commissioner is set to retire in approximately four months. With elections, crime concerns, and command transitions converging simultaneously, the reshuffle when it comes  will be closely watched by the Home Ministry. A top source in MHA said, "The top brass is being watched. The Goa situation, Delhi's internal dynamics, and a Commissioner's retirement clock are all ticking at the same time.
