 For the first time in its history, India today launched a fully digitised census. The idea was conceived nearly a year ago. It was formally notified through the Gazette of India last June. But between a gazette notification and ground-level execution lies a vast, complex machinery — one that demands not just political will, but sharp administrative command, relentless coordination, and an unshakeable grip on detail. 

At the centre of this machinery and massive bureaucratic exercise, the Union Home Secretary, Govind Mohan, strategically controls the node.
