Himachal DGP's Indian Version of Broken Windows Can Give More Flight To PM Vision of 'Mission Karmyogi'

In the recent past, the Himachal Pradesh DGP Sanjay Kundu(IPS: HP:1989) has shifted the gears of policing by departing from traditional Indian policing to a more modern and analytical- assessment based policing like NYPD. The revamped model is inspired by COMPSTAT and Broken Window theory postulated by William Bratton, former NYPD Chief. The Indianised model of this made a successful debut with Himachal Pradesh Police under the able leadership and guidance of Kundu and without second thoughts, the model delivered desirable results in crime prevention and detection in Himachal Pradesh. However, there is a lot to read in Kundu's revamped ideas, as it gives a window to look beyond crime detection and prevention by offering a fair space to initiate an overall makeover of the response mechanism of Indian Police, not only from crime and safety point of view but towards the very end of delivering justice through effective management and representation of police during trials. Recently, Kundu in his article titled "Broken Windows 2.0 can help reduce crime" for Tribune has argued on the same lines and has said, " HP police did not limit broken windows to the prevention of crime but extended it to robust trial management to ensure speedy trials and secure convictions". The extension given to 'Broken Windows' to cover all the aspects of Indian policing made Kundu's model an ideal reference point for the PM's vision of Mission Karamyogi. The Prime Minister's Karamyogi Vision talks about modernization, professionalism, and efficiency in civil services and most importantly with an approach of a 'down to up approach' where the essence of 'Karamyogi' should reach the bottom of the hierarchy in both Indian Administration Services(IAS) and Indian Police Service(IPS) and certainly, Kundu's model serves the purpose of 'Mission Karamyogi', by securing the objectives of Karamyogi's three main pillars. Its high time that the premier training establishment for IPS- The National Police Academy should make some more add-ons to their training modules on the lines of Indianised "Broken Windows" which will not only be an effective add-on but can also give more flight to Prime Minister's vision of Mission Karamyogi.
