Ordinance Out: Delhi Government Power Restricted, Centre Backdoor Entry Through National Capital Civil Service Authority(NCSSA)

The apprehensions of the Kejriwal government turned out to be true, the President of India has issued an ordinance constituting National Capital Civil Service Authority(NCCSA). According to the ordinance, NCCSA has been vested with the transfer posting powers of IAS and DANCIS officers of the Delhi Government. Further,  the authority may if it deems appropriate, by the of recommendation, delegate the responsibility to any other department of the Government of NCT Delhi. It has also been vested with powers to recommend all matters of vigilance and non-vigilance. Top sources see this development as an act to enter into the government’s affairs through the backdoor and further limit its exercise of powers as stated in recent Supreme Court Judgment.
