The OSD Who Mastered the Art of Power Without Portfolio

In the sprawling labyrinth of Delhi's administrative machinery, where power is loud and visibility is prized, there exists a rare breed of operator — one who works in the shadows, speaks softly, and yet moves mountains. Sashi Sharma, Officer on Special Duty (OSD) to the Delhi Chief Secretary, is precisely that breed, a former IAS of Chief Secretary level noted.

The recent conferral of the Chief Minister's Excellence Award on Sharma is not merely a certificate; it is rewriting institutional philosophy. The title of OSD has long carried an unfortunate stigma in India's bureaucratic lexicon. For many, it evokes the image of a glorified errand runner — someone who ferries files, fields calls, and fills gaps. Sharma rewrote that script entirely. While the corridors of power hummed with high-stakes decisions, Sharma quietly assumed a role far weightier than his designation suggested — one part strategic coordinator, one part crisis manager, and one part master reader of unspoken signals.  "Sashi's experience of working with three chief secretaries and one retired top bureaucrat has reflected in power corridors where he has eased the working of the top brass by providing exactly the right logistical and administrative support at exactly the right moment. He facilitates the ease of governance in the system," a top source said.

A top source in Delhi Government quipped “Sashi’s experience of working with three Chief Secretaries and with a top retired bureaucrat draws a slight parallel with Betty Currie  Executive Assistant of former US President Bill Clinton”.  As Currie noted, "The best part is playing a role in the day-to-day operations of this Administration and knowing that my service is making a difference." Similarly, Sharma is walking on a similar road and making a difference quietly with unwavering commitment.
