Bihar CM Samrat Choudhary Emerging Out Of Nitish Kumar Shadows?
Bihar Chief Minister Samrat Choudhary is reportedly making concerted efforts to emerge from the long-standing shadow of his predecessor, Nitish Kumar, and establish his own administrative authority in the state. Despite occupying the top post following Nitish Kumar's transition to central politics in New Delhi, perceptions persist among the public that the government continues to run on the legacy and blueprint of the former chief minister, source says.To shed this image and assert his distinct leadership style, Choudhary recently carried out a major administrative shake-up in the Chief Minister’s Secretariat. On September 30, the Chief Minister transferred Principal Secretary Deepak Kumar out of his office, replacing a veteran bureaucrat widely regarded as the key architect of Nitish Kumar's administrative machinery, source says. Deepak Kumar, a retired 1984-batch IAS officer and former Chief Secretary of Bihar, remained Principal Secretary to the Chief Minister after retiring in 2021. He played a pivotal role in crafting and executing the governance policies that earned Nitish Kumar the moniker "Sushasan Babu," source says.
The administrative reshuffle follows reported policy and procedural differences between the Chief Minister and the senior bureaucrat. Tensions escalated over the transfer of an officer in the CM Secretariat, where Deepak Kumar reportedly took a firm stand contrary to the Chief Minister's directives, source says. The matter was then flagged to Nitish Kumar's close political circle, prompting high-level intervention from the BJP central leadership, which urged the state leadership to maintain theadministrative status quo, source says. While the Chief Minister retained the lower level officer following party intervention, he moved decisively to remove Deepak Kumar from the Chief Minister's Office, source says. Political observers view this decisive administrative transfer as a major step by Samrat Choudhary to assert his independence and signal a clear shift in Bihar's political governance, source says.
