The grassroots experience and many discussions with experts from different walks of life have perhaps given Rahul Gandhi many ideas to woo the electorate, the source says.  To sources add that Rahul Gandhi has created a group of professionals, mostly educated abroad, to develop the policy and bring it to the ground to counter the effect of the RSS and the BJP, a source says. Perhaps for the first time, Rahul Gandhi will address all 700 district presidents of the party and listen to them to strengthen the party on the ground, a source says. 

Rahul Gandhi is also trying to encourage the younger generation to take the lead, is slowly sidelining the older leaders, and wants to use them as experts rather than have them work on the ground in the fields, a source says. He's concentrating on southern states and working silently to improve the tallies soon. New schemes and programs to benefit the public in general are also being projected for the welfare of the voters and others, especially the youth and women, the source says. In between agitation on the EVM and theft of votes, Rahul Gandhi has started ‘ Vote Rakshak Abhiyaan’ in five selected constituencies as a pilot project, and through this wants to train the Swayam Sewak by giving wide shape and use on a national platform in the days to come, the source says.

He has planned to visit the maximum states, UP, Uttarakhand, Goa, Gujarat and Punjab in the coming months, a source says. Rajasthan is likely to become the first state where the party leadership is being handed over to a youth, a source says.  Sa in Pilot has already been sounded to be ready to take responsibility, a source says. Rahul Gandhi has also made up his mind not to come under pressure from other opposition parties and work according to them, but will ensure that all other parties follow the Congress unitedly to oust the present ruling party, top sources said.
