Cleaning The Passport Mess: How Abhishek Dubey Increased Visibility and Vigil
Almost eight years later, Dnayeshwar Mulay, an ace diplomat, visualized the dream of delivering the passports to doorsteps. However, the passport services are still mired in corruption and inefficient RPO administration. The recent case of CBI busting Passport Racket at Ghaziabad RPO paints a worrisome picture of passport services. Since the pandemic, MEA has pushed to rebuild an efficient passport services system. According to a reply given in Parliament by MoS V. Muraleedharan, "Some of the measures taken by the Ministry to address this include opening of PSKs/POPSKs on Saturdays, creating additional passport processing counters (Camp PSKs) at Passport Offices, as well as releasing additional appointments daily. Deployment of additional personnel and cross-granting practices have also been used to expedite passport issues". At one end, the question of efficiency and transparency looms; on the other hand, an IFS officer of the 2011 batch, Abhishek Dubey, presently RPO R.K Puram, has quietly orchestrated a remarkable turnaround.
Dubey has eradicated long queues and unnecessary appointment waiting times through his strategic vision and meticulous attention to detail. His streamlined approach has bolstered vigilance and heightened visibility, fostering public trust and significantly improving the grievance redressal system, which further helped keep corruption and commission agents at bay. Dubey has reflected on what Mulay experimented with simplicity and technology eight years ago. Dubey has set a powerful example of how astute leadership can transform even the most challenging tasks by simplifying processes and leveraging technology, instilling hope and optimism for the future of passport services, and reassuring the public of the system's integrity.
