The Meteoric Rise of Sushil Singh, a mediocre journalist to notorious bureaucrat?
A Post graduate in journalism from IIMC in 1997 to making to civil services in 2002. Sushil Singh, the son of a constable who retired as inspector in Delhi Police, coming from humble background, with not much financial and resources stablity. However, things changed after 2002 when he joined DANICS. In only a few months, he started to make his presence felt by his first posting as SDM Najafgarh by building political and bureaucratic connections. An ordinary bureaucrat of a state civil services suddenly shot up to power corridors by getting closer to Union Ministers. However, Singh had bigger ambitions, such as visualizing civil services into corporate services. Recently, his mother-in-law filed a series of complaints with the competent authority along with her confirmation to join enquiry. The complaint speaks of severe allegations of harassment, criminal intimidation, disproportionate assets and accumulation of Benami properties worth more than 50 crores.
The complaint further alleges that during his tenure as SDM Mehrauli, he brazenly acquired numerous properties, some of which were 'Benami'. These properties, which were either distress sales or pressured sales, were located in the affluent South Delhi. It is claimed that since Sushil's father, a retired inspector since 2004, legally has no source of income except the two pensions he receives from two different government organizations, the question arises: where did he find the money to purchase these properties? The complaint states that his father, since his retirement, has never paid taxes or filed an income tax return until 2020.
Singh's syndicate operated in a silent and strategic manner, designed to remain off the radar and keep transactions complicated and discrete. It is alleged that property in Safdarjung was transacted in crores with Singh's alleged involvement when he was posted as SDM Mehrauli. Similarly, another deal took place involving the purchase of a 500sq yard floor in South Delhi, where it is claimed that crores were paid by Singh. The list goes on, detailing numerous transactions with Singh's alleged involvement in amassing multiple properties and financial gain. According to a copy of the complaint, Singh's father did not have the financial resources to carry out construction on a HUDA plot of 150 square yards. However, in 2007, construction began in full swing, amounting to 80 lakhs.
Top sources say that Singh has been in controversy since years when he was in Lakshwadeep or Andaman, and then Chief Secretary Anbarasu wrote crisp remarks about his punctuality. Similarly, a Union MoS shunted him from post PS/OSD after seeing his corrupt and cunning nature. Top sources say that Singh, a few years back, operated a transfer posting syndicate in Delhi Police, which enabled him to make deeper connections and amass wealth and properties in and around South Delhi. As per the complaint of Singh's mother-in-law, the spillovers of this corrupt circus began impacting Singh's family life. According to a copy of the complaint, his wife has filed for divorce.
Two glaring questions surely arise first when his family had no investments or properties or extra income before 2002 as per her mother- in law's complaint. How, after a year, Singh's family managed to accumulate and amass multiple properties amounting to crores in South Delhi and on the outskirts of Delhi, especially two villas in Haryana allegedly purchased in the name of Singh's sister. Second, why is Singh still off the radar, though he has been detached from mainstream bureaucracy, but no enquiry or anything has ever been initiated against him? Singh's case paints a grim picture of officers getting grinded for even the slightest involvement, and in Singh's case, the so-called "vigil watchers" have become mute spectators.
