UP Chief Secretary Remembers Bareilly Days: D.S Mishra Is Not Only Administrative Beacon But A Strong Driving Force For State

Retired In 2021 as Urban Development Secretary after heading one of the ambitious projects and setting it on the right pace and direction Central Vista and handing it over to Manoj Joshi. Certainly, after retirement, perhaps Uttar Pradesh was looking after a bureaucrat who could unearth the state's potential in various sectors and harness them to advance Uttar Pradesh on the path of rise. Consequently, the center decided to make an exceptional case by keeping D.S Mishra in service by extension and appointing him as UP's Chief Secretary. Two Years of tenure with one more extension in 2022 shows Mishra's visionary work in Uttar Pradesh. Preparing the state for global investments and exploring UP's resource and infrastructural potential will help Uttar Pradesh to look after its employment and developmental status. A community driven and public oriented bureaucrat D.S Mishra remembers his initial days of a bureaucratic career starting from Bareily in an event organised recently. Just like Hon'ble President of India Droupadi Murmu expressed her concern about the ground realities and problems at grassroots levels, similarly, Mishra expressed his concerns when he saw the conditions at the ground level and the status of poor fighting for their rights and running pillar to post in administrative offices. He further explained how he focused on field, people-oriented and community-driven bureaucracy and bridged the gaps in elevating the condition of the Anwala district when he was SDM. He says that "if we work keeping the interconnectedness of public with administration(people with administration) then the work on the field will get easily and effectively done while increasing the public trust. He narrates one incident where he converted the wrecked office of Tehsildaar into a Library with a drinking facility and started making connections with the ground. It won't be incorrect to say that D.S Mishra is a role model for grassroots governance, and stepping into the shoes of the Chief Secretary has given him expansive reach to work on leftovers and bridge errors at the ground level. Therefore, this vision and intactness with ground reality make him the top choice for South Block and UP CMO. A top source say that such bureaucrats of high calibre at top levels are very few these days. If such officers continue, then to a large extent, not only the bureaucratic hierarchy will improve and learns, but also the pace of the state moving on the rising path will be maintained. These reasons make UP Bureaucracy look at D.S Mishra beyond an administrative chief and see him as the strong driving force behind Uttar Pradesh's rise.
