BJP Rethinking Strategies For Delimitation Bill?

BJP Rethinking Strategies For Delimitation Bill?

While public opinion generally assumes that the government is concerned about ongoing agitations and their potential persistence, political strategists are primarily focused on passing the Delimitation Bill, a source says. Even though two months have passed without the monsoon session being promulgated, the government retains the procedural flexibility to reconvene Parliament without approaching the President, according to a source. Treasury strategists remain confident they can secure the required numbers in the House. This confidence stems from visible fracturing within the opposition, particularly with key regional constituents like the Trinamool Congress (TMC) and the Dravida Munnetra Kazhagam (DMK) distancing themselves from the broader I.N.D.I.A. alliance, a source says. About 47 members out of the coalition's initial 233 have stepped back from a unified stance. The DMK finds itself in a challenging position regarding the proposed legislation.

Supporting the Delimitation Bill could hurt its regional prospects, mainly because redrawn electoral boundaries could reduce its seat count, a source indicates. Furthermore, internal leaders feel that recent administrative and political developments, including the implementation of the Special Investment Region (SIR) initiatives, have shifted local voter sentiment. This electorate shift is evident in recent political developments: The newly prominent Tamilaga Vettri Kazhagam (TVK) defeated DMK candidates in two recent by-elections. Both winning candidates originally belonged to the DMK before switching allegiance to the TVK, resigning their seats, securing TVK tickets, and successfully winning re-election to the Assembly, a source notes.

Neither the DMK nor the TVK has offered explicit support for the Delimitation Bill. However, the Bharatiya Janata Party (BJP) is actively engaging with leadership from both parties to build consensus and secure their legislative backing, a source reveals. While the Congress party has shown inclination toward coordinating with the TVK, senior Congress leader Rahul Gandhi continues to maintain warm, personal relations with DMK chief M.K. Stalin. This delicate balancing act between alliance partners is considered a key factor behind the delay in formalising external support for the bill, a DMK source adds. Beyond immediate vote counts, the government’s push to enact delimitation reflects a broader strategy to finalise structural legislative reforms before upcoming electoral cycles, a source observes. By navigating regional anxieties over seat allocations and leveraging cracks in opposition unity, central strategists aim to build a voting consensus when Parliament reconvenes, source says.
